Webster, NY: Frank left his journey on earth unexpectedly on August 9, 2021. He is remembered as a caring and loving man, with a great sense of humor, and “zest” for life. Frank lived his life to make those he loved happy through his big heart, signature cooking, and willingness to drop everything to lend a hand. He loved unconditionally. To his family, his light hearted nature and comedic gestures gave him the title of “Clark W. Griswold.” Frank was a diehard Steeler’s fan and avid golfer, who spent his last day in this life swinging his club.

Originally from Massena, NY – Frank is predeceased by his parents, Howard and Marjorie Penn. He is survived by his beautiful wife, Patricia (Jaranowski) Penn; daughter, Tori (Natalie) Penn and “like a daughter” niece, Missy (Mike) Reho.  He is also survived by four brothers, Bill (Trudy), Chuck (Tara), Tom (Cindy), and John Penn; sister-in-law, Teddy (Paul) Wurtenberg; goddaughter, Morghan (Brennan) Jackson; and his niece and nephews, Jay, Justin, Michael, David, Chris, TJ, and Francesca.
Family and friends are encouraged to share a memory or story in honor of Frank. The family would like to thank the Webster first responders and Rochester General Hospital ICU for their efforts, as well as all who have been part of his life and continue to show love and support during this healing time

      Sending my love and condolences to Frank’s family and loved ones. He was my first boss at my first job hostessing at Poleminis and later at Manettis. Frank could make the worst situation better with his smile and easy demeanor. It was obvious how much he loved his wife and daughter. So very sorry for your loss.

      Iam so sorry to hear this, Frank was wonderful to my Parents Ed & Vasta Hoskins. He made everyone feel like family. He always went out of his way to make everyone welcome. Prayers to his family. Much love and prayers.

    Where to begin…Our hearts are broken with Franks passing. Jim and I have known you most of our lives Frank, and there wasn’t a time that you didn’t make us laugh. Patricia has been my family all my life, then you entered into that family. We loved visiting almost every year and, Tori and Corey were born just days apart. Rest easy Frank with your family.     I worked with Frank at the Meadows. One of the world’s greatest that’s for sure. Caring, honest, and always brightened the days. I used to think to myself, too bad he can’t be cloned. What a better world this would be with a million Franks running around.
    You were so blessed to have him as your Dad, but you know that already.
    So very sorry for your great loss. Hopefully he’s found Old Blue Eyes. Rest in paradise and enjoy your well deserved heavenly reward friend. ❤

    I’m still in shock and will miss Uncle Frank so much. He was by far the funniest guy I’ve ever met, and he had such an influence on my sense of humor today with my kids. So many memories, but my favorites are definitely the vacations we all took together. Pretending he was Tom Selleck and getting autographs at Disney World might be at the top though. I could always count on a big hug from Uncle Frank every time I saw him, and I always loved when my Dad, Uncle Frank, and Uncle Chuck got together. You could see how much they enjoyed each other, and you could guarantee you’d all be laughing into the night. I’m so sorry Aunt Patty and Tori, and I’ll see you soon to remember the life of such a great man.

    My heart is broken if in this world you were able to choose your brother in law I would have chosen Frank for sure. I have such wonderful memories that I will hold on tight to. You always made me laugh and ok sometimes got me drunk next time I am out I will dance on the table in honor of you. You were a great husband, father, brother, and friend. I will miss you every day.     My Sympathy and Condolences to the Family. Frank and I were good friends during high school. Lots of fun, Lots of Laughs. Have you ever had a Chinese Fire Drill on Main Street, in downtown Massena ? We did, more than once 🙂

    So many people gave him the title as “Uncle Frank”, family or not. Even my own children grew up since birth calling him Uncle Frank. I was best friends with his Niece, Melissa “Missy” and for her, he came second to no one. We had lots of good times together, he and Patty took us with them to Darien Lake or we would constantly gather in the home they shared, but the best of those times were walking up to see him when he was working at the restaurant. He would get a huge smile and give a big hug with a “How ya doing…” We need more people like Uncle Frank. My deepest condolences to Aunt Patty, Tori and Natalie, My dear sweet Melissa and the rest of the family. He was a beautiful soul and you were blessed. Susan (Schrom) Huygen

    I am so sorry for your loss. Frank was a beautiful soul. I remember when he started at Polimini’s. Always personable and generous. When he moved on to Manetti’s he was just the same.     I grew up with Frank in Massena. We had not seen each other since high school. By the description in the obituary of Frank’s persona, he clearly grew to be as great a man as he was a kid. Very disheartened to hear of Frank’s passing. May his family receive my sincere condolences. Ken

    I went to high school with Frank. He and I had many classes together and often sat in the back passing notes about some girl he had a crush on or some party that was going on that weekend. I remember Frank being so quiet back then, and I was just joking with him recently when he messaged that he was in FB Jail about him finding his “voice”. A sweet soul and spirit, you will be missed my friend. Please accept my sincerest condolences. Prayers to the family for peace, healing and love.

      Way back around 2006, when my niece Natalie ended up in Rochester, I had a Christmas dinner then with Frank at his restaurant on the lake, I met Tori, all of her friends who Natalie then joined, Frank made me feel as if hmwe had known one another all our lives
      It wasnt hard to see the love that he shared with Tori as a father.just does. Tori was his girl, and Frank was her dad. I’m so grateful to have met him and sorry for his passing. God bless the PO enn family right now.

    We unexpectedly lost a good one. I will miss his fantastic smile and sense of humor. I was fortunate enough to play golf with Frank on his last day. Though it was a scramble, Frank played great and was by far our best player. We always have a little competition when we play in these events, about not needing anyone else and birdieing a hole on your own. Well, Frank did it 3 times that day and fittingly on his last hole he would ever played, he birdied! As my good friend John Marozzi told me “Not a bad way to go out!”
    God Blessed me for getting to know you Frank and I will always be grateful.

    My deepest and most sincere condolences. The world is dimmer without Frank. He was always smiling and so full of joy and life; it was infectious. I have known Frank since I was a young man and always saw him at his “happy place” (ie. the golf course), so maybe that had something to do with it. Regardless, will miss his presence in my life as will so many others whose lives he blessed. True story (as told by Marty Wojick): Franky made 3 birdies in his final round. He did it his way!

    I am so sorry to hear of Frank’s passing.
    My heart is hurting for his family.
    I worked with Frank at Polimenis. Giving great service was very important but an occasional prank was excepted. Early on in my Polimenis career Frank asked me to grab a bag of fries out of the freezer. He pointed to a freezer that was no bigger than a residential one. OMG, one of the cooks had squeezed himself into that freezer. I screamed like a little girl, Frank laughed and laughed !

    I have only known Frank for the past few years and he was a true gentleman who loved his family. I had the honor of playing with Frank on his last round of golf. His humor, great play and double fist pump with a huge smile when he made his birdie putt on the last hole for us “Old Guys” is a memory I will always cherish. My condolences to the Penn family.

    Patti & family: We just learned of Frank’s passing today! (9-1-21)
    We are up here in Cape Vincent, and saw the picture and tribute from Chuck, Tom and T.J. for the annual Carmen Penn Memorial Golf Classic in the Thousand Islands Sun.
    We are so shocked and saddened!! We have so many good memories of you & Frank!!

    My wife and I are very sad to hear of his passing…he was truly a kind and caring person…he had a pure soul…we are only customers of his restaurant…but we got to love him. May he rest in peace in heaven.
